Saint Paul City Council introduced Ordinance 26-7 to require officers to be identifiable during law enforcement operations, with limited safety exceptions.

Masked enforcement—especially in immigration actions—harms trust and public safety. Transparency matters.

What Ordinance 26-6 Would Do: Requires law enforcement officers in Saint Paul to: Clearly display the name of their law enforcement agency Be identifiable by name, badge number, or both Wear identification on the outermost layer of their uniform. “Visible Display” in the ordinance means identification must be large enough and placed where people can see it. A law enforcement agency is any government department or agency authorized to enforce federal, state, or local laws. A law enforcement officer is any person employed or appointed by a law enforcement agency with authority to enforce the law Why It Matters: Trust and Safety Promotes transparency and accountability which are essential to public trust Affirms residents’ right to know who is enforcing the law and what authority they have Visible identification helps protect the public by preventing impersonation and misconduct Responds to public safety concerns about unidentified officers and unmarked vehicles Clear identification protects both the public and officers ID Requirements: Who and When Federal law enforcement agencies State of Minnesota law enforcement County and city law enforcement Any other local unit of government Law enforcement from other states operating in Saint Paul When it applies: Patrols (on foot or vehicles) Detentions or arrests Crowd control operations     Exceptions to Visible Identification: During active undercover or investigative activities   In emergencies where there is an immediate threat to people, property, or evidence   Where there is a specific threat to the officer’s safety   When required for health, safety, or reasonable accommodation of the law Accountability and Enforcement: Willful or knowing violations are a misdemeanor Penalties may include fines, imprisonment, or both Each day of a violation counts as a separate offense   When It Takes Effect Effective 30 days after:   City Council votes to pass ordinance   Mayor's Approval   Officially published in the City newspaper   Disclaimer: This post is intended for educational purposes only and does not replace the full text of Ordinance 26-6 (Adding Chapter 268A to the Legislative Code to require law enforcement officers performing law enforcement duties to visibly display identification on the outermost layer of their uniform.) Jan 21, 2026: Saint Paul City Council urged Gov. Walz to issue an eviction moratorium. Heightened federal immigration enforcement is harming families, threatening housing, livelihoods, and local businesses. A moratorium would help families stay housed, maintain stability, and support the community.

On Jan 21, the City Council unanimously passed a resolution calling on Governor Tim Walz to implement an eviction moratorium. Keep Families and Businesses Safe Urge Governor Walz to enact an eviction moratorium as fear and disruption from the federal immigration surge put homes and livelihoods at risk. Impact on Residents Residents are afraid to leave home—avoiding work, school, and daily life—causing income loss and risking eviction. Impact on Small Businesses Reduced hours and closures are draining revenue while rent remains due, putting many, including immigrant-owned businesses, at risk of eviction. What Happens without an Eviction Moratorium Thousands of vulnerable families would face evictions as soon as February 1 Workers may be forced to leave their homes when it isn’t safer to do so Communities become more unstable and risk greater harm People across the country are watching how Minneapolis and Saint Paul respond to support our immigrant neighbors. Call to Action An eviction moratorium would: Protect residential and commercial tenants Support small businesses that rent their space Give our community the time it needs to stay safe The resolution was introduced by Council Vice President Kim and reflects shared leadership across the City Council and the Mayor’s Office.
