We are deeply disappointed the Government has refused to follow Wales and Scotland by moving towards ending Greyhound Racing in England. Dogs should never be exploited for profit.

Welfare must mean action - not just words.

But there are serious limitations:
- Many measures are consultations, not laws
- No clear timelines for key reforms (e-collars, rescue regulation)
- Focus on long-term change, not the urgent enforcement dogs need now

- Possible future ban on harmful training devices like e-collars
- Considering regulation of rescue and rehoming to protect dogs throughout their lives

Positives we welcome:
- Ending the worst breeding practices through puppy farm bans and licensing reform
- Tackling puppy smuggling and import abuses
Promoting responsible ownership and public safety
