Every potential student would be interviewed by a State Department consular officer at an embassy/consulate - outside the US - checked against multiple databases, show their complete admission paperwork and possibly finances, and show up in the sevis system before being even issued a student visa.

I was fortunate enough to spend some time with Senator Booker while he was checking up on US assistance to Syrian refugees in the Beqaa Valley of Lebanon. He is the real deal. A statesman, a diplomat and a genuinely nice person who cares about America and the world and the people in it.
