Business Owners also have to be trained in SAFe principles. If they aren't, they rely on or revert to traditional hierarchical behaviors, treating ART teams like Santa's elves fulfilling wish lists on Christmas Eve... Every want is a need, and every want is urgent.

Business Owners are not just stakeholders who give the final thumbs-up. They are a major part of the workflow and when they don't understand or disregard SAFe practices, they undermine the entire workflow.
