I was in Pompeii early this year and they restrict the number of visitors…..we can‘t do that but could pass a by law banning cars?

May be the largest land owner in the area can donate land for a few more car parks? Or a decent bus service from a Perth “Park & Ride” and ditch the car for a day? Some National Parks have such scheme……
