So the question of “holding a computer accountable” would mean holding Tesla accountable for the decisions their computers made, and require Tesla to make amends when an incident happens.

For me, “holding accountable” is determining who is responsible for making amends when something goes wrong, not a social punishment.
Tesla turning off autopilot just before a crash comes to mind. The intent is to deflect scrutiny from their systems and blame the driver.
