Am I to take this quote to mean that this government figure thinks the only bikes you should be able to buy via this scheme are uncomfortable old clunkers? If the aim is to "switch to greener travel" then yes, £4000 ebikes are exactly what it should support.

I can imagine this councillor thinks he's championing Didcot but I don't move there until next week and I'm already aware that residents complaining how bad congestion is in the town, and his solution is to invite more of it?
