The article (largely my view as well, that’s always nice) and policy are, to me, aligned in intent and we’ll see WRT execution. Just can’t say “I’m prepared to spend $900B over 10 yrs to improve a number of current and potential problem areas“ and expect to win an election. Thanks for the share.

Too vague (it is just a policy statement) and not saying it be well done, doesn’t this address that by emphasizing prudence (balanced budget?) with known expenditures (operational budget) while leaving room for what you’re saying, such as defense (the capital budget)?
