2/ Here's the rationale for imposing the restrictions and exceptions. Note: doesn't apply to Russians outside Russia, or to non-Russians in Russia; free movement law applies (ie to Russian family members of EU citizens who move within the EU); the possible further exception applies to dissidents etc

EU Commission decision limiting issue of multiple entry Schengen visas to Russians resident in Russia now published. In principle only these groups of applicants can obtain such visas, and only for these short periods of validity. (There's a possible exception in "justified cases" though) 1/

Also, here's the CJEU explicitly saying that the similarly worded precursor to the current law (3 months/6 months) was not a minimum standard, but a "maximum" period.

Member States can, however, issue *long stay visas* under their national law - which is different from a short stay visa *waiver*.

A rare example of EU law being agreed by a razor-thin margin - the amendments to EU law on airline passengers' rights were supported by Member States with 65.57% of EU population (needed 65% to pass). And this still needs further negotiation with the European Parliament to become law.
