It's not entirely clear to me on closer inspection that BlueSky is just a way of accessing a protocol. At the very least, the startup costs to create another service accessing ATProto are incredibly high.

I sympathize with your motivations, but I'm unsure of this given the prevalence of mail in and early voting now. It might apply in a few states, but I suspect apathy is a bigger factor.

What places are these? I know of Kansas City and Riga, but they're very different places. KC supports your point, not sure Riga does.

Replace them with bus only lanes. It will just be one big massive subsidy for... the public... that uses public transit.
