It would have worse if it was the other way around. If we were told that there was 1 9billion pound headroom (still not enough!) to then find out that the OBR had downgraded this by 50%!

Just think if the Chancellor said ' it is ok. We have a 4billion head room for the budget. There is no need to raise taxes! Happy days ahead!' Then the day after there is turmoil in the worlds markets that wipes that headroom out!

at the same time all because of privacy. What is wrong with telematics? What is wrong with looking at alternate technologies that take the person out of the loop? Do not get wrong I agree that as an EV driver I should pay and agree to pay, I just think there are better ways of doing this.

One issue I have with this. If I take an ICE car to France, I pay their tolls and fuel tax, I do not pay anything in to the UK coffers until I return. What this seems to propose is that I take my EV to France, pay their tolls, and tax on recharging and then pay the UK ev tax effectively

There is nothing that I can see in the consultation paper about drivers who take their cars in to Europe for annual holidays or minor trips! How would that work when estimating annual mileage? How would an owner prove that say 3000 miles was driven on European roads?

Leaving it to MOTs would not work on new cars, leaving it to drivers/owners would/could lead to fraud. Use available technology and take it out of owners hands.

I still say look to Europe france and Italy in particular, as to how they do their toll roads. A similar solution could work here and be an infrastructure project that could also generate money. All motorways and major trunk roads to be included, minor A roads and B roads exempt.

Would it not be better to have open borders, similar benefits system across the EU (choosing from the best) so that no one country offers, or is perceived to offer, better benefits and start from there?
