Yes, tropospheric ducting is possible, allowing signals to travel hundreds of km. In fact the path loss using this type of propagation can be lower than for signals in free space, the troposphere acts like a waveguide. This type of propagation sometimes happens when atmospheric pressure is high.

To cover such a wide area, the interference source will need to be airborne, or in space. Conceivably, it could originate from a satellite, but an aircraft is more likely.

No, the ionosphere will only reflect signals up to a few tens of MHz, typically less. Higher frequencies, like those used for GNSS, pass straight through it into space.
