Minor theft or public order offenses should mean a few days in jail. Cut it short if they enter drug treatment. If someone's in and out a bunch further intervention is necessary

County jail is often (but not always) ok, the major problem is we have very long and severe sentences handed out fairly rarely. Sentences should be very short but arrest and conviction should be swift and certain. That is what people actually respond to.

Yeah there are a bunch of them for under $50 that (while not certified, so you couldn't use in a lawsuit or code complaint) will be fairly accurate.
