I’d suggest alternatively that the National Insurance Fund account is a pointless statement, that there’s no relationship between its income and expenditure, the balance represents nothing. It is possible to merge income tax with NI without changing state pension.

Rowena Champion says that the works will start in February 2026, including new public toilets. The council's website says that the work on the toilets is expected to be completed in June 2025.
