To worry about it is to confuse politics with policy. It is an absolutely pointless policy which will achieve little if anything. It is however sensible politics since it might persuade a few farmers not to go full Neo-Nazi.

I got hit by a hedge once. I was just going round a roundabout in the rain possibly a tad above optimal speed, When the ditch with hedge attached stopped my car. No dead No injured (Possibly Hedge but it started it) No drama.
