100% BS. The Biden administration had to recover from Trump's disastrous destruction of the economy under his disastrous management of the Covid pandemic. By 2024, the American economy was "the envy of the world;" absolutely on-the-mend. Trump has wrecked it all w/tariffs, hubris, and stupidity.
