Can anyone explain why a largely current install of Windows 11 24H2 fails to install language packs with Install-Language, but then install the latest cumulative update, and reboot it then works?

This should work out of the box without updates, surely.

Anyone using a USB-based fingerprint scanner on Windows ARM64? ELAN or any other manufacturer? I can't get Windows to find or load a driver for these devices. Works fine on x64.
