In 2019, SCOTUS ruled that federal courts couldn't hear constitutional challenges to partisan gerrymandering, shifting the fight to state courts. Because state law isn't necessarily concerned with nationwide harms from extreme gerrymandering, the legacy of the Rucho decision is a fragmented system.
