in general you're not owed someone's labor or product, especially a luxury item like art. (A luxury item is a good or service that is not considered essential and is purchased for pleasure).
artists are allowed to refuse to draw something, you literally cannot force them to draw the stuff.

I have my religion out in the open, and my rules clear as day on my c0mmission info, nothing is hidden and people can choose to not buy from me.
