Half the problem really is that the Federation's beliefs aren't that well defined; DS9 kinda highlights this too, but does it better in my opinion because it puts the whole Federation in a position where its morals are tested, both on an individual level and on a societal level.

Janeway gets REALLY hated online for her inconsistent characterisation. She also fluctuates on whether to give Federation tech to certain groups in the Delta Quadrant too.
