They were modelling for their propaganda to be more effective at hindering the uptake of EVs. They probably didn't accurately factor in the effects of the Chinese government telling their automotive sector to go absolutely ham on EV production, and a western demand emerging to actually buy them!

Just a thought but I like "presence", in the way that Alexa has a presence in the space you inhabit or ChatGPT seems to have a presence about it sometimes, despite not being an intellect or "life". "Presence" implies that something exists but doesn't mystify or romanticise or personify beyond that.
