2/ I too see that era as deeply problematic. problem is that was 20 years ago and you can't view geopolitics through the lense of decades old dynamics. things change. and when a view stagnates (I.E. USA=big bad wolf) it becomes orthodoxy not based in the world right in front of you

1/ good question! well before I began studying history in college, left wing geopolitics was sort of formed out of a reaction to 1980-2005 world view of american exceptionalism.
