Just a guess, but I imagine around the edges it's more likely that photons exit the volume than stay inside and scatter (more surface area there), so energy is lost to exiting photons. But it's also reminiscent of Tyndall scattering, so 🤷♂️

They are creating the sovereign wealth fund to take the power of the purse away from congress. They are going to try to fund it without congress, maybe through Musk’s treasury.
