If you’re talking about SSDI- yes! That is quite literally the intent. It’s designed to discourage people so they give up. I’m not an SSDI lawyer, I handle private disability insurance that people get through work or buy on their own. But those have the same issue.

If you need help writing about how the protagonist applies for disability ins benefits and is constantly denied and fighting the insurance company, let me know- that’s what I do! And we have LOTS of long COVID clients. It’s a very common basis for disability now.
