You need to make it 'more simple' Tariffs = Tax on the VSA citizens = the VSA people absorb the cost (aka Tax). Goods/services=Expecting people who have already paid tax on their earned money to essentially 'top up' wages with 'tips'. Your country has been bleeding its citizens dry for decades.
