I could only find a news article about this. Hydro-Québec is a Crown corporation that pays dividends to Quebec that aren’t assessed like Alberta’s oil royalty revenues.

AB should have set up a crown corp for oil and gas.

I don't completely understand how this works. It appears it's based on a province's fiscal capacity if it were to tax at the national average rate. That means AB has room to change its fiscal capacity since it has the lowest tax rate. If so, it doesn't need changing.
