The man at the top is responsible ... he most likely was not listening to the employees and their culture is bad at elevating issues - covering them up. There is a law that those responsible for human deaths can be charged with a felony.

Mark is pointing out there are delayed negative effects from the tariffs - for those who anticipated tariffs (bought ahead of tariffs and who may have raised prices ahead) ... BIG HIT is delayed for them but will eventually happen if Tariffs stay high and for longer than they anticipated.
