Im in the uk. Just about every car park has dedicated spaces with chargers and you actually get fined if you park a petrol/diesel vehicle in them

So it is not that they are legally forbidden to ask for asylum in France; it is that France can say: “another EU state is responsible, go there,” and never properly consider their case.

France will still register that the person has asked for asylum, but can refuse to examine the substance of the claim and instead try to transfer them back to the “responsible” country.

Sort of, but a couple of important nuances:

If someone is documented (fingerprints, visa, or a past claim) in another EU state, the Dublin rules say that other state is normally responsible for examining the asylum claim.

This, plus harsh conditions and barriers to accessing the French system, pushes many to risk the Channel to reach the UK, where Dublin no longer applies

People in Calais are allowed to claim asylum in France, but the Dublin rules often mean France tries to send them back to the first EU country they passed through instead of examining their case itself.
