It’s my understanding that they only have to start within the aura. Since the tactic has the brandish trait I can’t use it for myself.

Im using two actions. Two allies get to stride, attack, and force a will save against a fear (total 6 actions). They keep their reaction because of drilled reaction + feat at level 10. I guess them having to stride is the restriction? It feels hella strong especially as a ranged commander.

Very good rule set. The only problem is that I the GM enjoy reading and complicated monster stat blocks.
