Article Two price controls and creating new loan instruments? Sounds like Article 2 thinks it's Article One Section 8. Back in the old days when America resembled more of a democracy operating a republic, the Lever Food and Fuel Act was passed by Article II to give POTUS the power.

Trump's climate denialism combined with his hostility to multilateralism defuses the leverage that proffered to the Rest in climate diplomacy and more broadly.

That's a significant loss for the Rest, but it has also made the US irrelevant in climate action, with China now the driving force.

It's a remarkable trajectory, since Paris in 2015, but especially since Copenhagen in 2009.

The US and increasingly Europe have washed their hands of a catastrophe of their own making.

And the Rest is solving it for themselves with investment and tech from China.

Those economies like the USA and Canada wasting their money on fossil fuels will lag very far behind fast moving economies like China that will soon run their industrial economies on near zero cost solar energy.
