This applied to all levels of society. Details would change ofc but in general this is somehow it worked for many centuries. Cloth was expensive but labor was cheap so someone might splurge on high quality fabric and get a decent tailor for cheap to make the clothes +

A cloth merchant might work closely with a tailor but elgenerally not so much. In general in pre-industrial European/Western society: a customer would go to a local cloth merchant and purchase cloth, then take it to a tailor who would do the drafting, fitting, making of the garment +
