From a consumer stance, you can infer any idea of what you feel something ultimately 'is'. In my example, you probably could find someone who sees merit or is moved by it. An entire spectrum of subjective opinions. But if someone were looking for an absolute, one could look to the creator's intent.

Sure! I guess my example is more indicative of maybe a lack of thought or reverence over what is sourced and used in the final output. More so, speaking to the creator's intentions, whether they're cynically looking to make a quick buck or earnestly putting an idea out there.

If you were to put a hypothetical game under a litmus test, would you consider a “bottom of the barrel” mobile game art? If it used flipped assets, someone else’s code, was riddled with invasive popup ads, used stock sounds/music ripped from YouTube and had derivative gameplay

I think that hinges on what you’d consider to be artistic intent and what is perceived as artistic.

You can talk in circles on perception, cause anyone can find any work captivating, regardless of intent. But not every work is made with artistic intention, so that’d be a little more black/white.
