I called assuming I would just move it myself and be credited that time, but the person on the phone didn’t ask me any questions or really want to talk to me at all so I didn’t get the chance to offer.

The Maritime WASP culture is frequently and proudly (sometimes with good reason!) demonstrated to be one of being successful while not having support. I think the wires get crossed at some point and people think being without support IS the success.

Poverty mindset? My father once told me (and I'm only loosely paraphrasing) that Ontarians can work with million dollar budgets but nothing smaller, and Maritimers can make it work with scraps they've got in the back of the shed but are stumped by money.

I'm pretty sure all three of those cities have a higher property tax rate than Halifax to begin with, which some politicians would label "cheating" and the rest of us would call "responsible forethought".
