Even if it got through the senate, the powers of federal judges are enshrined in the Constitution. This is unconstitutional. To reign in judicial powers would require a Constitutional Amendment.
We shall not respect this bill as law, even if the Senate votes in magority.

But to be clear, I do think he understands it.
