No alternative has a better track record for governance, and the state has a unique potential for pluralism because it is not defined ethnically or religiously.

Q2. Large changes in population effect those living in an area. This is true with natural population shifts, and immigration waves. We care about the wellbeing of the immigrants and the natives- so we regulate inflows, and take appropriate actions to minimize disruption and maximize benefits.

It absolutely is. There needs to be a system in place to make sure that migrants that come into the country are in a place where they can succeed. This also incentivized assimilation. This requires some form of regulation.

Harsh Immigration restrictions have never worked. Regulating entry for migrants is important, but decisions like occurred here, and in the 1920's in America writ large, have damaged this country. Imagine how much richer and more prosperous we would all be if we had just let Chinese migrants in.
