Go for it! I was terrible until digital photography when I no longer had to buy, develop, & print w/$ consumables & could experiment & practice. Your phone camera is a fine place to start. There are tutorials on tech stuff but mostly just look at & take lots of pics & figure out what moves you.

He’ll lose many, permanently 🪦 since many elderly and disabled folks rely on it and Medicare for basic needs. I suspect that’s the whole point.
