I believe it's just the uk as we're not in the eu anymore but I'd recommend checking to see if your government is planning to do the same thing.

Yes! I don't know if its hit everyone yet but it got me already.
What I know is you need to verify your age with either your face or a bank card details. So far no actual ID verification which uses anything to show your date of birth. I don't know if you can use it for multiple accounts.
