So, Ukraine is indirectly causing it through their unforeseen/underdog domination of the Black Sea. That and Russian half-assery.

so what's happening is:
riverboat tankers shouldn't be in the Black Sea. The open ocean tankers can't go underneath the Kerch Bridge because of efforts to resist Ukrainian marine drone attacks on the Bridge. So they're using the riverboat tankers as transhipment through the Azov Sea and underneath

so what's happening is:

I doubt it. The Kerch bridge has a limitation on ship size passing underneath it so the river vessels transfer their cargo to open ocean vessels somewhere around Novorossiysk. But apparently they were river vessels and shouldn't be exposing themselves to the rigors of the Black Sea.

also: the US economy boomed after WW2 because it was the only industrial economy which hadn't been ravaged by the war. In 1945 the US GDP was over 50% of the global GDP of all economies combined. The war physically devastated the other industrial economies.
