Conduct National Health System Reviews every 10 years with a requirement for action on recommendations. 2. Hold accountability reviews off the election cycle and within 5 years of recommendations being issued from the National Review. Request Core System to be Nationalized for all: 1. Single payer insurance coverage, consistent base health coverage. 2. All health related Colleges, including dental & other private care Colleges. 3. Health Information Systems, with patient agency of their health record should they want it. 4. Privacy laws, without the option for regional functional equivalent laws. 5. Structure these policies to be protected from a one off elected government weakening or reversing nationalization without a referendum. Request Delivery to be Nationalized by Province & Territory invite: 1. Single Health Authority to manage delivery with regional representation based on population density not borders. 2. Plan to continue expanding insured services to include, mental health, eye care and Long Term Care Insurance for all. 3. System accountability measures that reduce political involvement in the day to day running of the health system. 4. Independent Case management system for all types of patient complaints / concerns that spans colleges & health authority. 5. Reward health worker Whistle-blowers and protect them when raising system issues. 6. No fault harm in care system per 1990 Robert Pritchard Report. 7. Mandate all insured care to only be delivered in non-profit facilities by law. Do not provide carve outs for any WCB's or other insurers. 8 Study and develop a new system to review and approve out of country care coverage. 9 Set clear rules for Provinces or Territories to join or withdraw in subsequent years, prevent regions from attempting to hop on and off the national system as it suits them. 10 Structure these policies to be protected from a one off elected government weakening or reversing nationalization without a referendum.
