I can very well see that happening, low effort and investment, all platforms covered with one sku.
There's also that SEGA account thing, my guess is that you will unlock dlc in new games by playing retro games in cloud, it all comes together. I expect an announcement at sgf or close

I think all of this is just preliminary work for an eventual subscription/cloud service. They recently rehired Langley to post legacy content on social media afaik, they're just waiting to start promotion for the new retro brand
