We managed to not have a black market on NationStates! Usually Socialist Nations on that site have one and it's often pretty substantial.

I mean, some countries IRL did (and probably do) this...can you blame us for wanting more ways to get nukes...and bioweapons...and WMDs...and you know what, it's screwed up to hire war criminals but so is this stuff.
