I was also considering this, although the journalist introduces the charges very differently from the onset. Plus, the term is only used in relation to the 17-18 years-old. It must be an editorial choice.

Why do you write "a female aged between 17 and 18", instead of a girl, a teenager or a (young) woman? Why use this formulation "female aged"? This is so incredibly odd and disturbing.
