Nearly every namthar has some sort of interaction with sadak, theurang or nagas I think you are right! I like the idea of many levels of geography as in secret mandalas of Buddhist deities - say in the case of Pemako as Vajrayogini's body or the supine demoness covering Tibet.

Interesting, it's an odd idea if not just a rhetorical device, that one Bonpo yogi could hand the soul mountain of the Bonpo's over to the Buddhists on his own! (gnas rje btsun phul lo)
