This brings in a much larger question as to who is creating these rankings and what are they based off of. I think to say a state is low IQ because it does not rank well against a scale of education that many believe has no merit could be a dangerous path to go down.

This is a very rudimentary meme about a real thing that can happen. I deal with scary times through humor as well but trying to say he won't launch a nuclear missile is not going to end well if that rhetoric takes off.
