Thats like a band aid on a systemic issue. that speeds EVERYTHING up. Have the game animate well while the pacing is quicker can only be done with a full remake.
Its also annoying to speed up the game, do a badass flashy attack, let the game run regular speed, then speed it up again.

I'm an FF9 fan and I can think of a few reasons for a remake. The atrocious game speed for one.
