This is not entirely true. Space junk that is at altitudes below 600 km will re-enter and burn up within a few years. Of course medium and geostationary orbit is another story. Fortunately Musk's junk operates from a 550 km orbit so it will burn up in the atmosphere due to atmospheric drag.
