looks like service by mail is allowed in CA if you are outside of CA. but there are steps to take beyond just certified mail. you'll also have to check that montana is cool with this. and you can't mail it yourself (a "disinterested party" has to serve).

you can hire a process server to do it, i'm not sure what the cost of that is like or if there's another way to do it. you need to make sure you get someone who is going to follow the laws of both states, so someone with a lot of experience doing out of state service.

I Am Not A Lawyer and i probably don't know any lawyers well versed in LT law in your area but i can probably answer some questions about how things usually work privately if you need.

it says request the form from the clerk or justice of the peace so that sounds like you go to the courthouse and fill it out there. probably only the signing needs to happen in front of them.
depending on where you live the sheriff can serve the papers, there's a fee but you get it back if you win.
