The key thing is just setting the max filesize to 10 megabytes and it handles the rest, it'll apply the optimal audio and video bitrate to get the file under 10 megabytes for you. Super easy

My bluesky/discord preset is just this. All you gotta do is set the video settings how you want, click the little star icon by "choose function" and press Ctrl+S to save it. It'll automatically open those settings every time you open Shutter Encoder. This is how I've posted videos to bsky

There's like AOE tells and multi-sprite bosses and the hunter class has a parry. If you want a free RPG to play with friends just play SRB2 Infinity, not joking.
