The problem is: in the world's so-called great democracies, representatives of The People who are chosen by The People end up controlling those people instead of taking direction from them.
And The People are happy to let this happen.

If 'The People's' representatives do the exact opposite of what The People want them to do, ipso facto The People have *not* done 'their part'.
They may have done *something*, but they have not done 'their part'.
'Their part' would be done when their representatives do what they are directed to do.
