The first strike could be seen as an act of war. The start of hostilities, such as a limited strike like this is often enough to establish a state of war. A declaration of war has pretty much fallen out of use in international law.

I presume he's talking about the TCJA which expires at the end of the year, if this bill isn't passed he's suggesting the TCJA will expire increasing tax rates. Not sure where he's getting the 68% from though, it's more like 7.5%. Roughly 65% of people will pay more tax, maybe thats what he means?

The fear is created by this administrations aggressiveness and confusion around cuts. Constantly saying they're sacking people and cutting funding in things like the FAA erodes confidence.
